Well now. Those look like ponytail bands. I just can't figure out how they go with the cap-like thingamajig.

How about some kind of hair roller?
My guess was a top to a piece of candy, but now with the hair tie looking things, I'm going to go with.....a whistle. Yeah, sadly, that's what I came up with *sigh*
