Only guess so fare is some kind of Halloween Costume. Like most things around the house, I'm sure it could be incorporated into a costume, but that is not it's primary purpose.

Is it one of those rubber cleaning gloves, decorated on the end with the boa-type material? (I'm not sure what they're called, but the ladies on How Clean Is Your House look divine in them :D)
I'm saying it is a fancy-shmancy bicycle seat cover! ('Cause who wouldn't want a purple, feather boa waving from beneath their bicycling buttocks? Um, besides me, that is...)
I'm gonna go with N and say a bathroom-cleaning kit for Liberace.
yep, definitely looks like cleaning gloves - but what if the feathery bits get wet??? :(
